A scientific experiment at the tail end of WWII has exposed the world to a form of cerebral electricity that renders ghosts and monsters into tangible, living beings. The world congress decides to stop fighting among each other and to collaborate by eradicating these mysterious creatures from society. We follow an elongated pink monster named Mischief, and his journey with a mysterious blue man.
